(c) Certification by the TC that all schema and XML instances included in the specification, whether by inclusion or reference, including fragments of such, are well formed, and that all expressions are valid;
The editors and the TC certify that all XML instances are well formed and valid.

(d) A clear English-language summary of the specification;
XRD (Extensible Resource Descriptor) defines a simple generic format for describing resources. Resource descriptor documents provide machine-readable information about resources (resource metadata) for the purpose of promoting interoperability. They also assist in interacting with unknown resources that support known interfaces.

(e) A statement regarding the relationship of this specification to similar work of other OASIS TCs or other standards developing organizations;
XRD 1.0 is a much simplified version of the XRDS 2.0 [1] OASIS document format. It is fully aligned with the IETF Web Linking RFC [2] , borrowing much from the ATOM format [3] <link> element. XRD has a similar purpose as POWDER [4] from the W3C, but is significantly simpler and optimized for identity and service discovery use cases. It also has some potential overlap with ISO 13250 (Topic Maps) [5], but is much simpler and more appropriate for new web services development. XRD 1.0 is being used by the OASIS WS-Calendar specification [6] proposal, as well as the IETF host-meta proposal [7].
