Colin Thanks for the input. The wording I used was a direct cut and paste from what Ted Haas posted some time ago. Many thanks. I only have one small nit, and that is with this phrase from the 'Unified Information Model'.. 'There is often a significant level of overlap of jurisdiction between government agencies and these agencies often use several different identifiers to refer to the common artefacts that they manage'. While the phrase that follows this one leads the reader in a different direction, the phrase above leaves the reader with the implication that agencies should be using the same identifier. This is something we should absolutely avoid implying, because contravenes most privacy law. There are ways to achieve the same end using pseudonymous identifiers and designing systems in such a way that sharing of identifiers does necessarily even have to take place, and yet services can still be successfully delivered. I can't think of the exact words right now (Monday morning!) to re-phrase this, but I know what we have is not quite right.
