Subject: OASIS TGF TC MEETING PAPERS


Attached are the papers for our TC call on Thursday at 19.00 CET / 13.00 EDT / 10.00 PDT.   If anyone has any other items for the agenda will they please let me have them in advance of the call.

 

Oliver – can we use your conference number please, if so can you post it to all recipients on this mail

 

Here’s the actions from the last meeting for attention before the call if possible:

Actions:

i.        JB/NG to liaise over the review of the draft EA Profile by a contact in the UK Met Office.

ii.        PB to discuss his outline of CAMSS patterns for TGF with EC Officials.

iii.        PB/AM to finalize the French translations and send them to JB for publishing.

iv.        GJ to finalize the Dutch translation and let JB have it for publishing.

v.        OB to find further information on the PWC report on One Stop Shops.

vi.        JB to add a reference in the Policy Product matrix to the PWC report.

vii.        JB to prepare proposals on including Social Crowdfunding in the TGF.

viii.        JH to circulate a note on OMG work that might be relevant for inclusion in the TGF.

I’ve had another very positive response from a leading emergency management expert in the Canadian Government, see attached, and the attached revised draft WD03 reflects his comments.   We still have some parts that need further work but I propose to send this version out to the OASIS Emergency Management TC and MS and also to all attendees at the Montreal workshop as part of the next stage consultation.  Hopefully between all of them they will be able to fill in the blanks before we go out for a full Public Review. 

 

I’ll add discussion on this to next week’s agenda but in the meantime if anyone has any comments please let me know.

Hi John,

 

Finally had the chance to give this a read through – sorry again for the delay.  While our workforce is shrinking, the workload remains the same.

 

I like the direction this document is going, and particularly like the inclusion of Core Pattern 3 – Stakeholder Engagement.  A stakeholder map / engagement model should definitely precede development of a governance model (and certainly it doesn’t always happen this way).  I also like the citizen-centered focus. In Canada with our national public alerting system, it’s interesting to note that governments (Federal/Provincial/Territorial) have opted for a system where the technical infrastructure is, for the most part, owned and operated by a private company, and the distribution of emergency alerts are voluntary (but the Canadian broadcast regulator has noted its expectation that tv/radio broadcasters will volunteer to distribute emergency alerts).  The business processes and interests of all the public and private stakeholders at the table seem to dominate, and often weigh down decision-making and implementation.  This document could provide an important service by reminding all stakeholders (not just governments) that the approach from the start should be client-centered and focused on the needs of business AND citizens (arguably the most important stakeholder of all). 

 

My understanding is that the Canadian national public alerting model is unique – but as austerity sets in around globe and governments seek to do more with less, we may see more P3 emergency alerting initiatives like this. If I can offer one other suggestion about “selling” this TGF, it would be to consider including more language in the document that points to the economic benefits of citizen/private stakeholder engagement (tie-ins here with exploiting social media / open standards etc).

I have not received any replies to my note below.  Does that mean nobody is interested in pursuing this document or just that everyone is too busy to help?   It is not ready to be sent out for wider public review and I will need your help to fill-in some of the blanks before doing so. 

 

Also is there any interest in planning the follow-up to the Montreal workshop as was suggested, ie in Spring 2013 in Geneva?

Hi All

 

You may remember that there was an action from the Emergency Alerting workshop in Montreal as follows:

“Identify how transformational government practices can guide alerting authorities in a policy review related to implementing emergency alerting and response standards. “

Attached is my first attempt at responding to that action and it attempts to draw out the relevant parts of the OASIS Transformational Government Framework that are appropriate to the Emergency Alerting community and assist in the setting up and operation of EA programs.  There is clearly a lot of work still to be done on this draft to “localise” it in terms of EA terminology, examples, best practice etc, and this is where I am looking for your help please.   At this stage I would welcome the following:

-          Your overall views on the document and its usefulness;

-          Any contributions you can provide to the Glossary at Appendix B;

-          Any thoughts on the questions (see [DNs]) I have flagged up throughout the document where more work is necessary. 

 

After another iteration of this it might be useful to set up a conference call to discuss some aspects in more detail if any on you can spare the time but let’s see how much progress we can make via email first.

 

My plan is to send the document out for a full Public Review after we have produced the next draft and in that review we can engage with the wider global EA community and in particular all those that attended the workshop.  Following that PR and the subsequent approval of a final version by my TC we will need to develop a publicity and awareness campaign to get all relevant bodies attuned to using the Profile.

 

I appreciate that for many this is holiday time but could I ask for replies by the end of the August please.
