I suggest you give the people who did not vote a stern talking-to, to
ensure that they do vote. We need to figure out some procedure by
which they can vote without us having to go through this a third time.

Note also that one membership (that of Mary Nishikawa :-(  ) has
lapsed since the ballot, so we are now 9 out of 14 instead of 9 out of
15. Dunno if that solves the problem.
