In the passage below, the first few words ("When technology-oriented Participating Members are added") were intended to indicate that the balancing rule only applies when Participating Members join the AG. Nobody has to quit because somebody leaves: the rule doesn't apply at that time. The rule is intended to apply the next time somebody wants to be added, at which time the sentence beginning with "In practice..." explains what is likely to have to happen in order to restore balance. :: When technology-oriented Participating Members are added, technology-oriented Participating Members may not constitute an absolute majority of the resulting TopicMaps.Org Specification Authoring Group. (In practice, this rule means that there may be occasions when a content-oriented Participating Member must be added, or a technology-oriented Participating Member can be replaced, in order to allow the addition of a new technology-oriented Participating Member.) -Steve -- Steven R.
