While we can't do any such thing in the specification pages themselves,
I can certainly whip up some type of top-of-page navigation system. I
did this for doctypes.org (ie., you can see how deep you are by looking
at the top of the page). For accessibility purposes, I tend to avoid
graphics-as-titles, but Yahoo and many others use a system similar to
the one I used. So far, the site is pretty small, but I'll give this a
try over the next few days.
