This has now been discussed by the editors. Our comments, in
brief:

1. F.3.3 is *not* about merging; it is about equivalence
    in terms of the model.

2. Therefore, it is entirely possible to perform the kind of
    reification Nikita wants, even with this clause. (Graham
    assures me that this is no trouble to implement, and will
    provide a fuller justification later.)

Based in this, F.3.3 stays as is.
