This isn't an error in the DTD. If you've done any development work on your machine, it's possible that you've altered the standard XML parser behaviour, but I'm not in a position to help debug that, sorry. You might try this on a vanilla installation and if it still does the same thing, contact Microsoft. There are a number of well-known bugs in the XML handling in IE.
