Hi Abbie,

The attached changes are suggested as a more
complete and effective way of making the comments
drafted.

Note that what is being addressed in 800-63-2 (not
800-63), and the four levels are an attribute of the
OMB specification.  There is certainly nothing in
800-63-2 that suggests the levels are "static," so
this is corrected in the second bullet of the General
comments.
