I'm including version 0.4 of the guidelines. It includes the xml and html versions. It
contains some jpgs that are used by the html file, so please unzip and go to the
folder that is created (CMGuidelines), where you will find everything.

I have worked all the way down to Section 4, exclusive.

Figure 2 is not quite what is needed there. I put it there as a place
holder. I'm not finished with the figures by a long shot.

I have tried to incorporate as much as possible, where it made sense, from Dan's
comments in his email from 04/09.

There are enough large differences between version 0.3 and 0.4 that producing
a diff file does not seem to make much sense, especially since the document is
not that large. However, if someone feels strongly that a file containing the
diffs between the two html files is needed at this stage, I will produce one.

Thanks for any comments you may have on this. While you read it, I will proceed
with Section 4.

Ah, I have marked with a bold "see" or "reference" those places where I believe a
reference should be made to an external document or site. If someone could go
to the trouble of identifying the urls for them, I'd appreciate it. Arofan, you
were on the hook for this, do you think you'll be able to do it? Or are the
fish waiting for you?
