Lessons learned - KAVI URL conventions

Good morning, folks,

I wanted to pass on one of the lessons I've learned regarding posting KAVI 
URLs to publicly available documents.

When working in "committee mode", the URLs created by KAVI work just fine 
for committee members, but I've learned that when using those URLs in 
publicly archived messages, the public is losing the visibility of the 
referenced document.

For example, consider the address of the minutes of our last meeting (which 
may wrap in your mail message):

http://www.oasis-open.org/apps/org/workgroup/ubl-fpsc/download.php/2245/minutes-20030522.html

If the above URL were noted in any public documents, the general public 
would not be allowed to traverse the URL to find the cited information.

Note that changing "/apps/org/workgroup/ubl-fpsc/" to be "/committees/" 
will make the URL publicly available (if the document was marked as 
viewable to the general public).  I manually edit the URLs in my public 
documents to read as follows:

http://www.oasis-open.org/committees/download.php/2245/minutes-20030522.html

In section 5 of the above document I've tried to bring this to the 
attention of my fellow committee members.

Thankfully, archives are publicly accessible so URLs citing archived 
messages are just fine ... I only have to go in and edit the URLs for 
repository documents.
