Yes, it is.

There is some discussion for UBL 2.1 in the TC whether this attribute 
should remain mandatory or should be made optional (which is backward 
compatible).  In PRD2 it is optional, but I am making the argument 
that it should be mandatory in the final UBL 2.1 so that things won't 
change in this regard between the two versions.
