Thank you very much, Ken. Interesting to note the BII2 profiles, though appearing to correlate with EU standard forms, were published December 2012. Even after the regulations that simplified EU forms in November, it retained notices with no apparent correlates in BII. Still, the various flavours of PIN, CN, CAN remain and were apparently standardised one-to-the-other. Perhaps they have an unofficial compliance with BII3? And the official instruction that authorities comply with TED eSender suggests the question I should ask is, is TED eSender compliant with BII?

As for your question regarding a link between EU's forms and CEN/BII, I have passed your question on to committee colleagues to ask if they can point you to the documents.

UBL 2.1 claims input from CEN/BII in the creation of etendering forms of a similar variety as used under European regulations. But the European Regulations make no reference to UBL that I can find. The Regulations define standard forms for tender notices but don't even mention CEN/BII. They say merely that forms should be submitted through TED eSenders. But I can not find any TED claims for conformity with CEN/BII or UBL either.

It would seem sensible to assume, but I can't. So I must ask: what line of authority or formal reference can be traced from the EU regulations on contract notices through TED, CEN/BII and on to UBL?
