Converted 0.70 formatting specifications to 0.8

Hello fellow FPSC members,

Inspired by Stephen's work and immediate need to start editing 0.8 
formatting specifications, I've transliterated the formatting specification 
instances for 0.70 written in a custom Crane vocabulary into instances of 
DocBook and test formatted them:

No editing of the content is done.  Very little testing has been done due 
to limited time while I'm teaching out of town.

I think we need to remove the references to the Crane and Ambrosoft 
libraries as this information belongs in a master "available 
implementations" page that I will write.

In my 0.70 work the names of the example PDF and HTML files were injected 
into the XML using external parsed general entities ... but I think we 
can't get that fancy for 0.8 for now, so just choose some appropriate 
filenames for the PDF samples.

I hope these files are helpful ... you'll see that except for the UN 
layouts, not much has been done at all for the other document types.

p.s. in fact we *all* have an immediate need to start editing the 0.8 
formatting specifications.  Jean, please let me know if you have any 
problems setting up the documentation environment ... it involves setting 
up DocBook according to the practices package that I uploaded earlier:
