Well for now we only have cardinality applied to elements in UBL but I guess that might not always be the case. I do like the idea of keeping the definitions to things applicable even outside of UBL. In the same vein I don't think we can always assume that attributes will be uniquely named as they don't get the same scrutinity that the elements do (not sure if that is due to the CCTS spec or not but I suspect it may be). I'll need some time to look into this more with the NDR.
