Kohsuke did end up solving my problem with the namespaces (thanks again, 
Kohsuke!):

I have followed through with his comments and confirmed that the following 
lines added to the respective document elements of the appropriate XSD 
files will validate in both MSV and XML Spy:

Under separate private cover I have forwarded to Kohsuke the erring 
processing reported by MSV with the intermediate files I had written.  In 
that case MSV reported no errors yet I was unable to utilize the files 
under XML Spy.  With the change above, both tools work fine.  Perhaps I 
have been working with an old version of MSV ... I'm awaiting a report from 
Kohsuke.

I'm considering my side of this issue complete unless someone thinks of 
something they need from me regarding this and tells me.
