if you mean the context methodology paper then the latest was posted  17 
april to the context methodolog group list.  i think you should be able 
to download this from ..

if you mean the UBL extension 'philosophy', that is, how and why to 
apply the context methodology, then we don't have a current paper - just 
several related bits of material.  Mike was working on this and I have 
his introduction in draft form that I intend to develop and send out 
once we get past this initial review deliverable.  Can it wait until then?
