Index file editing

For tomorrow's call, Tim and I have worked through the index file that goes
with the 0p80 release.  This is the top level file that will list all of the
inclusions and what they are.  I went through and worked out the links, they
do not work yet, but will once we put this all together.

Please read through and be ready to discuss tomorrow.  Here is the link to

You will see the directory structure so far.  I have not uploaded the files
yet for the uml and xls directories.  Should we change the xls directory
name to maybe "spreadsheets" since they are not just xls but also Open
Office format?

There is also a UBL Release Notes file we need to decide on.
