[QA] Filename and subdirectory list for upcoming FPSC packages

Here is the currently anticipated document production list from FPSC:

As discussed on the QA phone call, I will undertake to produce the fs/ 
subdirectory package.

When you are planning the critical path for delivery, our work is keyed off 
of the W3C schema expressions ... whenever there is a new release of the 
W3C schemas, we need to review our work against any changes.
