    By x:15, we didn't reach critical mass, much less quorum, so we chatted
    informally about how to proceed and then ended the call.

    Several people will be in Seattle next week for the EBTWG meeting, but
    it sounds as though many of them are willing to dial in to the NDR
    meeting.  It would be useful for them to caucus at the meeting to
    discuss the next issues we have on our plate, and to get together for
    the actual NDR call if they can find a speaker phone.  We have a
    new deadline approaching, and I'd like *not* to give up scheduled
    meeting times if possible.

    [This didn't come up on the call, but I just remembered again that I
    can't make the February 6 call.  If Mark isn't available, people will
    have to vote on a chair pro tempore to lead the meeting.]

    [This also didn't come up on the call, but I thought it would be
    worthwhile to make this plea: If you are a voting member but haven't
    attended two out of the last three meetings, please consider dropping
    back to observer status so that we don't have quorum problems.]

    ACTION: Eve will start a small number of new email threads, hoping to
    stimulate email discussion about our next batch of positions.  This
    will, we hope, mitigate the risk of losing out on meeting time.

    ACTION: Gunther will finish some modifications to the elements vs.
    attributes position paper and will post it by January 31.
