As I mentioned a couple of weeks ago, I was alarmed by Gunther's saying 
that he found the all-global rule ("Garden of Eden") problematic to 
adhere to.  I haven't had any time to look at the latest package, but 
I'm really concerned that we don't yet have a consistent or rule-based 
story on this aspect of the schema.  Can anyone who's familiar with the 
latest schema comment on this?
