I could be a little ignorant on the rationale here. I'm neither strongly for or against this rule. But SOAP folks have gone through 1.1 prohibiting it, then after implementations, have changed their mind to allow for PIs to be in. Should we relook at what new insights have been acquired by them before prohibiting PIs?
