UBL XML NDR Document

I am asking all of the NDR members to review the latest draft of our
document.  Attached is the latest version of the UBL XML NDR main document.
We still have some sections to go through.  The following lists the
unfinished sections:

Sections 1, 2, 3 include updates from the F2F inputs and new diagrams from
Jim and require team concurrence so we can lock them down.

Section 3.7,4 intro, 4.1, 6, 7, 8 require team review and comment.

Section 5 - not done.

Still waiting for inputs from Gunther and Arofan.

We will be working on this document on the next call, which will be Dec 3.
