First draft of pre-award changes for UBL 2.3

Fellow UBL Pre-award Subcommittee members,

I have created a test suite of pre-award artefacts for your testing 
of the latest changes.

In order that these changes not be confused with committee-approved 
changes, a temporary set of namespaces is being used as in this test 
file in the val/ directory:

<Order xmlns="urn:X-test:UBL:Pre-award:Order"
xmlns:cbc="urn:X-test:UBL:Pre-award:CommonBasic"
xmlns:cac="urn:X-test:UBL:Pre-award:CommonAggregate">
