I think you are both right. I had in my head that this would involve multiple applications of Allowance Charge each with its own tax, but I see that is not the case.

Peter, you are correct. The same scenario can exist in Canada as well.

In US you pay federal tax, city tax an regional tax so far as I understand. This can also apply to one allowance change.
