As discussed in the Atlantic TC call today, this spreadsheet includes last
minute comments received.

I've grouped the issues into four categories:

1) General - These are for full TC review.
2) Procurement - These issues should be reviewed by the Procurement
subcommittee.
3) Transport - These issues should be reviewed by the Transportation
subcommittee.
4) Procurement and Transport - These issues should be coordinated with both
the Procurement and Transportation subcommittees.
