MINUTES of UBL-TSC Meeting

 

1000 – 1200 SGT, Thursday, 7 December 2006

 

Attendance:

Dave FitzPatrick  - UBL TSC member

 

Item Discussed

 

1. Status of UBL 2.0

- Tim updated that OASIS voting finished last week with a 120-1 vote

- UBL TC needs to do formal disposition and John had sent a note for approval/objection

- The negative vote came from one person in Holland

- Next week, promotional notice from OASIS, as part of the OASIS marketing machinery

- UBL 2.0 will be announced as an OASIS standard in mid-Dec 2006

 

2. Status of UBL Symposium in Denmark

- Tim updated the UBL Symposium is a tremendous success with 120 attendees from 20 different European countries

- Mikkel Brun managed to get Euro commission to have a procurement meeting with IDA-DC group

- IDA DC’s group charter is to advise government on IT policy matter

- The Northern European countries plan to develop a UBL profile for govt procurement

- Most govt in European is in favour of this

- In Spain, the Spanish government IT group is embarking on e-tendering program

- UBL is being used. They created 23 new / extended ABIEs and plan to build 17 documents for the e-tendering project

- There is plan to hold another symposium in another European country next year

 

3. UBL TSC / TBG3 engagement

- Tim updated he had met Dominique to discuss how to move forward in regards to the collaboration between UN/CEFACT TBG3 and UBL TSC

- The objective is to create a common document models that will then be expressed as XML schemas.

- The common models could be presented as an extension to the UBL 2.0 transport data model and act as submission to UN/CEFACT for harmonization under UN/CEFACT process through TBG17

- Hence attending the Lille meeting in France is important for UBL TSC. The meeting is schedule from 15 – 19 Jan 2007

- Andy updated that in the recent TBG3 concall, the effort is to try and harmonize the data model from TBG1/TBG2 and TBG3.

 

4. Other development

- The Danish transport standard group had taken the data model from TBG2/TBG3 joint submission to TBG17 for harmonization to develop transport-related message

- The French government is planning to develop a new TradeNet-equivalent system

- In Finland, the Finland port IT group is building application to support UBL transport documents

 

5. UBL BITS

- Andy had sent the updated BITS document

- It acts as a good starting point. We need to fill up the various description for the various documents for section 2.5

- We’ll use Ken Holman tool to generate the table from xml instance

 

6. AOB

- The next TBG3 concall is next Thursday (14/12/2006)

- Tim updated that John Lutz is enthusiastic to introduce to the UBL Codelist validation methodology to TBG3

 

 

Action Item

- Andy to assist to write a small guide on how to use Ken Holman’s tool

- Tim will update the waybill doc & send to all

- Andy and Kama will continue to work on the Transport Status and CoO XML instance respectively and the relevant sections of the UBL BITS document

- UBL TSC members to try and attend TBG3 concall next Thursday
