NDR Checklist

Attached is the final NDR Checklist for the UBL 1.0 release.  This document
reflects (hopefully) the rules used to create the 1.0 schema.  The rules
included in this document were agreed upon by the NDR and LCSC, there were
other rules suggested in the last attempts at updating this document, but
they are not included if there was no consensus on them.  There is also no
analysis of these rules against what is already written to check for
discrepancies or mis-alignment.  So, (like I said) they are not
included.....

The Appendix B is the only Appendix included in this document.  It is
referenced in acouple rules, and should be there for that reason.
