   TM reports that there will be a China-Japan International Forum
   in November.

   TM: See Itoh-san's report... Significant interest in UBL from
   CNIS and possibly CEN/ISSS.

   SG: Still on the CEN/ISSS mailing list, would like to get
   involved but limited in ability to participate.

   TM: Suggested to Patrick Gannon that OASIS establish a liaison
   with APEC.

   TL: aEC is organizing a meeting for the end of October in
   Seoul, hosted by KIEC.  ECIF (Korean National Body) is
   organizing an October meeting in Seoul for the East Asia
   Initiative.

   TM: It is important that we address Gunther's comments.  But
   it's almost meaningless to comment on alignment with the NDR
   draft prior to UBL 1.0 CD.  See

   Schema/spreadsheet alignment: TM: accepts the AI to review
   recommendations from MD/SP/AH.  JB: Worried about getting the
   ball rolling.  AH: Will send email to start this going.  All:
   We want to know what needs to happen, not how; how is a subject
   for discussion in the TC.

PRIORITY ITEMS FOR THIS MEETING

{UBL11:5} COML submission

   Kenneth Lim of Crimson Logic presented the submission.  See

   Singapore has a strong interest in CO standardization because
   it is a major transshippment point.  The proposal includes two
   new document types and about 120 new data components.  Special
   requirements include digital signatures and references to other
   documents.

   PRINTED VERSIONS

      GKH: In the UN eDocs guidelines there are two CO-related
      documents, 860 and 861, but we have no samples of the
      layouts.

      KL: Will send a scanned copy of CO layouts.

   DIGITAL SIGNATURES

      TM: We had a discussion about digital signatures a year ago
      as the result of a comment from David Burdett.
      Authentication is available at the transport level, but
      David's comment was that you have situations were you need
      to have authentication of components within the document,
      not just the document per se.  David proposed to add a tag
      at the top of every document for digital signatures, but
      this was rejected by the NDRSC.

      JB: Add to the work list for UBL 1.1.

      KT: Prepare requirements for digital signatures using CO as
      the use case.

   ADDITIONS TO UBL FOR 1.1

      In the modified reusable spreadsheet submitted by Crimson Logic
      (http://www.oasis-open.org/apps/org/workgroup/ubl/download.php/6687/COXMLV0_8-3004.zip)
      rows 852-977 (in yellow) show the additional BIEs required
      for Certificate of Origin.  This appears to be an excellent
      use case for customization of a certain kind.

      TM: These added BIEs are very complementary to anything in
      trade/transport, so UBL should incorporate these if it is to
      go beyond procurement and be considered a "universal"
      business language.  The areas in which UBL can help COML are
      (1) the naming of components and (2) information in the
      [item] line.  Will prepare comments and arrange a meeting
      next month (July 18 or 19) in Singapore.

   ALIGNMENT WITH UBL 1.0 CD

      Crimson Logic is aware that 1.0 beta differs from 1.0 CD;
      they will rework the proposal and aim to have a revised
      version ready for consideration in Copenhagen.

   SUBMISSION TO UN EDOCS

      COML 0.8 has been submitted to UBL as a proposed addition to
      UBL.  COML 0.7 was submitted to UN eDocs, but only for their
      information and with the primary goal of aligning with the
      layout key.

{Meetings:6} Location of November UBL TC meeting

   TM checked on this.  Facilities at UC Berkeley are not
   available for the week of our meeting, so it will be held at
   the Sun Microsystems drop-in center on Howard Street in San
   Francisco (same location as last year).
