UBL NDR Issue Tracker, re: Minutes of Atlantic UBL TC call 15 December 2004

Version 3 of the UBL NDR Issue Tracker is attached. Notes in red with the
date label "20041215:" refer to discussion or decisions from the 15 December
Atlantic UBL TC call. The majority of these appear in the "Recommended
Change or Action" column.

Note that as per Mavis' request, a (red) Priority column was added. Less
than half of the items were covered, so many do not have a priority yet.

If corrections or additions need to be made, please send them to me,
referenced by the "Tracking ID" (not the row number).
