For review: Version Attribute Rules

In advance of what I assume will be continued discussion of the proposed attribute to carry UBL version information, here is the first draft of the new rules that would be added to support this attribute:

Schema Rules:
    Every UBL schema module MUST capture its version number in the xsd:version attribute of the xsd:schema element.
    Every UBL document schema MUST define and declare a required (optional?) attribute named "ublVersion" (as per rule GNR10) in its root element.

Instance Rule:
    The value of the 'ublVersion' attribute MUST match the value of the xsd:version attribute of the UBL Document schema it instantiates.
