I agree, consistency in the identification of minor versions would be  
best, so if there are no minor version numbers in namespace URIs, they  
shouldn't occur in filenames either.  That said, I think each Schema  
should at least contain a comment identifying the minor version, or people  
could get confused about which version that are actually using.
