Oh, that is something I personally don't agree with. Using <xsd:enumeration> will block full application of the code list value validation methodology and I am of the opinion that this W3C Schema construct must not be used. I have conceded its use for the ATG code lists only because I understand that is the way ATG has declared them and we had an obligation to use the ATG declarations (personally, I think there should be no <xsd:enumeration> construct in any of our schemas). I can only support the January 2006 UBL 2 schema conventions where only the ATG code lists use <xsd:enumeration> and no other code list does so, and I hope that this remains to be true in all our future versions of the schemas. But, again, I wasn't given the responsibility to review these aspects of the NDR so I had assumed the January 2006 UBL 2 conventions were still in place. If it is true that the NDR does allow <xsd:enumeration> to be used for non-ATG code lists, then I strongly feel this must be removed to prevent its accidental application and the NDR strengthened to prohibit the use of <xsd:enumeration>.
