PRD4 Code List Directory candidate

Good morning, all,

I've uploaded a candidate cl/ directory 
(requiring the usual moving of defaultCodeList.xsl to the val/ directory):

I will continue testing and review, but Jon this 
might be the final one if I cannot find any problems.

If anyone sees any problems please let me 
know.  I am only sporadically at my email over the next 10 days.
