[CDL4] was removed some time ago (prior to your docbook conversion of the NDR).

Are we (meaning UBL) officially using Genericode?  The NDR hasn't been modified to reflect the ability to use it:

[CDL4]	All UBL maintained or used Code Lists MUST be enumerated using the
UBL Code List Schema Module.
