Thanks for forwarding my reply.

Your interpretation is correct as far as the participation and
licensing obligations are concerned that SAP incurs through
participation in UN/CEFACT Permanent Groups. What I have not
stated, but what is certainly also true, is that SAP incurs
participation and licensing obligations for those OASIS Technical
Committees in which it participates. Thus, as far as the
specifications are concerned that have been published by such
UN/CEFACT Permanent Groups and such OASIS Technical Committees,
SAP - as every other participant - is simply bound to the
respective IPR policies and has voluntarily decided to either
waive it rights to enforce intellectual property rights or to
license them on a royalty-free basis.
