[UBL 2.0 IDD] German Localization Templates

Hello,
I applied all fixies to the UBL 2.0 IDD for both DENs and UBL Definitions
(see attached check list)

This can be used as a Master copy for new LSCs (these templates are
without any translation)

This Master will be used to automatically update the currenctly available
translated templates (limited to the English definitions and DENs).

I prepared this Master copy for the German translation, thus all file
names are including the "DE" german ISO code, and inside each template the
UBL Definition header for the translation shows "German".

If Denmark still have to start their localization, they could rename files
by using the "DK" for language and "Danish" for the locale definition's
header.
