Subject: Re: [ubl] Agenda for Atlantic UBL TC call 7 January 2009

Sorry - the holiday's and other events have been occupying my time and
I have let a few things fall through the cracks. I just realized I owed
a new NDR PDF (attached).

I have another meeting at 10:00 tomorrow which will probably run
past 11:00 so I will probably not be on the call tomorrow.

Is this the comment that we need to discuss:

			<!--BH:

"To promote effective management of the UBL library, all element declarations
	  are unique. Consequently, UBL elements are declared globally."

	  Rule states:

	  [RED2] The root element MUST be the only global element declared in the
document schema.

	  These two statements are contradictory. More explanation is needed for
RED2 to explain
	  that only referenced elements can be used in a business document.
-->
			<!-- MC:
			Agreed, I wonder if we need to add to the rule or to just the
explanatory text-->

			<!-- MJG: If we consider global element references as element
declarations,
			then our CAC schema breaks the 'global' rule as well. Is it necessary
to reword?
			-->
