Hi Ken,

   It's because all work of the TC must be done on OASIS-hosted  
servers - while not an actual specification, it is certainly part of  
the process in developing and maintaining TC work products.

Yes, JIRA is always available read-only to the world, read/write to  
all TC members, and uses notification to the email list each time a  
new issue is created.
