UBL 2.1 STATUS

    JB: UBL 2.1 PRD2 was submitted to OASIS immediately following the
    vote in last week's opening plenary.  OASIS has acknowledged receipt,
    and the package is presumed to be in process.

    We need timing guesstimates from PSC and TSC in order to put together
    a strawman schedule for PRD3.
