MINUTES OF PACIFIC UBL TC MEETING TUESDAY 28 FEBRUARY 2012

BUSINESS DOCUMENT ENVELOPE TASK GROUP

   TM: A conference call of the UN/CEFACT group working on this project
   is scheduled for 1 March at 14:00 UTC; interested UBL members are
   invited to join:

UBL 2.1 PRD3 PSC DELIVERABLES

   Status; in particular, revised descriptions and process diagrams,
   plus sample instance(s) and revisions to the Party Roles table, etc.

      ACTION: TM to check on status.

UBL 2.1 PRD3 TSC DELIVERABLES

   A TSC call is scheduled for Tuesday (28 February).

REVIEW/REWRITE OF THE DATA DICTIONARY

   TM: Audun has finished the transport definitions.

SGTG DELIVERABLES

   Next deliverable will occur in mid-March.

UBL 2.1 PRD3 HUBDOC

   JB: Progress this week:

    - Data model appendix finished and reviewed by GKH and TM

    - Descriptions of Bill of Lading and Waybill replaced with new
      versions

    - Tables from SGTG of changes between 2.0 and 2.1 and between PRD2
      and PRD3 installed (this will need to be done again after each
      change to the model or schemas)

    - Formerly separate appendix on UBL digital signature profiles
      merged with UBL extension for enveloped signatures in Section 5

   TM: Is the digital signature extension normative?

   JB: Yes, in the sense that it can be referenced contractually ("we
   will use the digital signature method specified in UBL 2.1") -- not
   "you must implement digital signatures this way to use UBL 2.1".

      AGREED to revisit this question after TM has had a chance to
      review.

      AGREED to revise the way acknowledgements are handled.

PRD3 HUBDOC ISSUES

   JB: We need to revisit a list of documentation-related issues from
   June 2011:

   In the discussion that followed, these items from June were
   identified as still pending:

   Section 2.8 needs to explain billing methods as a matrix, with
   Primary Doctype and Discrepancy Doctype as the two column headings.

      This item was assigned to PLB and is still pending.

   Section 2.9. terminology needs updating in text and diagram (Per
   eFreight).

      This appears to still be outstanding.

   Section A.6. Taxation Rules should be moved to section 2.  (Another
   example of a calculation rule).  [A.6 is now A.5]

      ACTION: JB to move the sentence in A.5 to a new section 2.1.8.

   The entry for Certificate of Origin in 2.18 needs to amplify the
   difference between the UBL COO document type and an actual COO.  The
   current description does not explain this.  (It actually *is* the
   COO, but the COO contains many certificates; it's a document that
   contains other documents, and the collective set is called
   "Certificate of Origin." We should explain that the document is
   structured as a container. ACTION: Write another paragraph)

      Still pending.

   The third paragraph in 2.19 mentions "Qualifying Party," but no such
   entry appears on the following table; also, there is no mention of
   the party whose role is Transportation Network Manager or Transport
   Regulator.  (Note that these names are changing)

      The reference is to the table of party roles in what is now
      Section 2.18.  There is a global requirement for the incorporation
      of new freight management material into this table, including
      Qualifying Party as noted above.

   Section 2.2: the text needs to match the overview diagram; e.g.,
   replenishment, catalogue and quotations (The structure and titles of
   subsequent sections don't match Fig. 1.  The diagram needs correcting
   anyway, then 2.1 needs to reflect the diagram, then the titles of the
   sections that follow need to reflect both. ACTION: TM to revise the
   diagram, then the editors to revisit the text.)

      ACTION: JB to check to see whether a revision was sent but not
      included.

   Section 2.8.1. "an Invoice defines the financial consequences of a
   business transaction".  (Correct the text)

      ACTION: JB to add this as the first sentence.

   Section 2.10. include "An invoice depends on one or more utility
   statements." (Add to the text)

      ACTION: JB to put this sentence after the sentence in para 2:

         "An invoice may refer to one or more utility statements, and a
         utility statement may refer to one or more invoices."

   Section 2.11. should be titled "Payment Notification" not "Payment".
   (Correct the text)

      ACTION: JB to change in the title and text; TM to change in the
      diagram.
