Atlantic call 29 August CANCELLED (but read message anyway)

Hello UBL TC,

An unexpected (but welcome) development on the home front requires that
I cancel this week's Atlantic TC call.  However, it appears that the
important work this week should all be happening in PSC and TSC anyway.
We can sync up again next week.

Note in particular that two questions to PSC regarding taxation are now
all that prevent completion of the editorial review of the common
library.  Quick attention to this will be appreciated.
