UBL 2.1 PRD3

   - draft 4 of the upcoming PRD3 is announced here:

   - this is an attempt to recover from a database corruption by re-applying
     changes from an early January database snapshot; if you have been
     involved in any changes in January, please check that your change has
     been re-applied
   - Ken H. asks that all members consider the BBIE changes he is about
     to make for the next package, listed here, and indicate any property
     term nouns for prose text not yet considered:

UBL 2.1 Release Time-line

   Status of the time-line

    - the next package could be the voting package unless anyone objects
      strongly to the changes above being made without preview (we could
      vote down the voting draft if we find something wrong); if we go
      ahead, Ken H. will make the package on Friday or Saturday and send
      to OASIS TC Administration for processing early next week
    - at a weekly meeting (in two parts) the committee votes the working
      draft to be both a committee specification draft (CSD) and a public
      review draft (CSD3/PRD3)
    - OASIS announces the 15-day public review
    - comments received during the public review are accommodated,
      possibly triggering another round of working draft, committee
      specification draft and public review draft (but hopefully not)
    - at a weekly meeting we request OASIS to run a Special Majority Ballot
      to approve the committee specification draft as a committee
      specification (CS)
    - three statements of use are obtained
    - committee submits CS to OASIS as candidate standard
    - OASIS runs a 60-day public review
    - OASIS conducts a membership-wide ballot
    - OASIS approves UBL 2.1 as an OASIS standard

TC CONCALL SCHEDULE

   Continuing with the dates and times established late in 2012:

     Pacific call date/time:  Wednesdays 01:00UTC
     Atlantic call date/time: Wednesdays 15:00UTC

   (Note the Pacific call takes place Tuesday evenings west of the
    Atlantic Ocean)

   Week of 2013-02-11 - regularly scheduled calls
   Week of 2013-02-18 - regularly scheduled calls
   Week of 2013-02-25 - regularly scheduled calls
   (can we continue looking at the calendar for more calls?)

   Will anyone be requesting a leave of absence in the near future?  For
   privacy reasons, this discussion will be kept off of the minutes.

   Note:

     The TC is now considering an early September 2013 North American
     east coast UBL face-to-face.  Crane Softwrights has offered their
     office for the meeting in Kars, Ontario, Canada.  The closest airport
     is Ottawa with airport code "YOW".

     Note this is likely the last year that Crane Softwrights will be
     able to host a face-to-face because of changes in facilities.

     Ken H. proposes a 4-day meeting, September 3-6, 2013 (with regrets
     to those unable to attend) - note this abuts the North American
     Labour Day holiday September 2 (but in our experience travel to
     Ottawa is not bad that weekend because most travelers return earlier
     to prepare for the school year)
