Okay, I've figured it out and I think it is just poorly documented in the specification.

All it is is a fragment whose target namespace is the documentation namespace.  It exists so that every namespace in the UBL schemas has a schema fragment.  It does not participate in any validation ... it is only a namespace declaration.

I'm leaving this ticket open so that we can update the documentation ... it is incorrect in the documentation to say this schema fragment somehow defines the structure of the annotation sections ... it only declares the namespace to be used for the annotation sections.
