UBL NDR V3.0 Public Review Comment Resolution Log and edit results

The second public review of the UBL Naming and Design Rules Version 
3.0 committee specification draft 02 (CSD02) was held from 2016-01-27 
through 2016-02-10.

No formal comments were received through the public comment list:

... however one informal comment was received from a community member 
attempting to reach all of the mail lists that TC Admin used to 
announce the public review.  This was responded to in an attempt to 
deflect any misinterpretation of the intent behind the task of 
renaming the specification.

At the TC meeting of 2016-02-17 the committee agreed to renaming the 
specification to be "Business Document Naming and Design Rules Version 1.0":

This is a non-material change in that the body of the document has 
not been modified except where referencing the title of the document.

Accordingly, the title is changed to:

  Business Document Naming and Design Rules Version 1.0

... with the project abbreviation (subject to direction from TC Admin):

  Business-Document-NDR-v1.0

Carrying on from CSD02/CSPRD02, this new edit is labeled CSD03 for 
the purposes of review and committee voting.

For the purposes of requesting TC Admin for a Special Majority Vote 
to approve a CS with Non-Material Changes:

Please prepare to vote to have a vote at our meeting this week.  The 
vote will include the permission to remove "Appendix E (informative) 
Revision History" from the document to create the Committee 
Specification.  The date of the document will be changed in 
collaboration with TC Admin once the end of the voting period is established.
