Artefacts for UBL 2.2 csd01wd01 using UBL 2.1 models

Fellow UBL TC members,

Per the minutes, I've created the validation artefacts for UBL 2.2 
using the document models for UBL 2.1 (because the TC has not yet 
accepted the contributions for changes):

There is no hub document.  We need a *lot* of text from people to 
flesh out the additions.

The following directories are unaddressed:

 asn/  - we will have to contact Paul Thorpe again to see if he can help
 rnc/  - I will work on this
 uml/  - since we will have an update to the committee note, do we need
         anything UML in the UBL 2.2 distribution?

The following directories need updating:

 mod/summary/ - the report appearance has changed so I will update the docs
 xml/  - we will need UBL 2.2 examples ... any more examples will help
 cl/   - I've blindly copied UBL 2.1 code lists as UBL 2.2 code lists for
         testing purposes ... this needs to be properly managed and replaced
         with up-to-date versions

The following directories are ready to check and run tests in:

 cva/
 mod/
 mod/summary/reports/
 val/
 xsd/
 xsdrt/

All of the XSD files compare identical to the UBL 2.1 XSD files from 
a constraints perspective, even though the syntax of some of the 
declarations has changed.

The master spreadsheet for editing is maintained on Google (and 
archived in Kavi at the above link):

I think we are now ready to begin making changes to the master 
spreadsheet upon accepting the changes by the TC.

Please try to review the proposed pre-award changes (there are 
others, but this is priority for a group needing to test the artefacts):
