Ok I agree with this new design and I confirm the main purpose is to populate SMPs and other service directories, 
anyway the Party ABIE needs to be exchanged to update accounting systems as well.

For instance I would be needed to send my new address or Tax ID to my customers.

For this reason it will be nice to create a 2nd message named PartyUpdate for strictly accounting purposes.
