No, the URN is simply an identifier.  The two canonical URIs are not meant to be locators.  Just as our UBL namespace URN is just an identifier of UBL and doesn't point to UBL.  I believe the CEFACT URNs are well-intentioned, they just aren't following the rules properly or even rigourously.
