Ken, 

based on what I can read on Wikipedia (https://en.wikipedia.org/wiki/ISO_639) there are a couple of sub-standards related to language codes and to add to the confusion there are 2 sub standards for the 3 letter language codes.

The ISO 639-2 standard with 3 letter codes are indeed maintained by the "Library of Congress" as listed on this page: http://www.loc.gov/standards/iso639-2/

The ISO 639-3 standard with even more 3 letter codes are maintained by SIL International with this page as the starting page: http://www-01.sil.org/iso639-3/default.asp

the ISO 639-1 standard defines the 2 letter codes and it is maintained by Infoterm (http://www.infoterm.info/standardization/iso_639_1_2002.php) but there you can not download any complete list it looks like
