New committee member orientation information

Fellow UBL TC members,

It is good to see that we have new members joining our technical committee.

Doing this twice in the past few weeks, it came to mind today that 
having an "orientation document" for new members might help me type 
less and hide my increasing forgetfulness.

I welcome suggestions for changes from both new members and long-time 
members regarding what information might be missing or might need to 
be better described.
